The Head of the National Securities and Stock Market Commission (NSSMC), Oleksiy Semeniuk, discussed with the owner of the TAS Group, Serhiy Tihipko, the conditions for attracting private capital into the Ukrainian economy and expanding investment opportunities for businesses and citizens, the commission reported on Tuesday.

“The market cannot be developed solely by the regulator’s decisions. It is important for us to hear from businesses, investors, and professional participants, while also ensuring clear and consistent rules of the game,” noted Semeniuk.

The meeting was held as part of a series of consultations by the NSSMC with representatives of the financial and real sectors, during which the regulator gathers proposals for legislative and regulatory changes.

Participants discussed the development of corporate and municipal bonds, investment funds, securitization, and other instruments for attracting long-term financing alongside domestic government bonds.

Semeniuk also presented legislative initiatives regarding individual investment accounts, which are intended to become a mechanism for citizens’ long-term savings through the capital market.

Other areas of the commission’s work include the introduction of securitization for financing housing, infrastructure, and energy projects, the formation of rules for the virtual assets market, and the development of tokenization of real assets.

The NSSMC is working to simplify business access to financing and to enhance standards of transparency, corporate governance, and investor protection.

The TAS Group is one of the largest financial and industrial groups in Ukraine, operating in the banking sector, insurance, wagon building, metallurgy, logistics, agribusiness, food industry, packaging material production, and real estate.

The TAS Group includes a number of corporate bond issuers, including Tascombank, leasing company ULF-Finance, factoring company European Debt Recovery Agency, transport and logistics company TAS-Logistic, freight car manufacturers TAS Dniprovagonmash, fasteners manufacturer DniproMetiz TAS, and juice concentrate producer TAS Kodymskyi Juice Plant.
